That Leyte Rape Case. Where is the CHR?

We heard a lot of reactions, even filing of case by the Commission on Human Rights about the issues regarding Duterte. But where is the so called Commission on Human Rights (CHR) when it comes to rape cases involving people from the church sector? Let's watch the news, this was around 2010. From then, did we ever heard someone ended in jail? Did the CHR, cried for injustice about this? What's your reaction?
